H.E. Dr. Hang Chuon Naron

Minister of Education, Youth and Sport

Dr. HANG Chuon Naron is currently Minister of Education, Youth and Sport and the Permanent Vice-Chairman of the Supreme National Economic Council (SNEC), a Think Tank of the Royal Government of Cambodia.

He holds Masters and Ph.D. degrees in International Economics from the Moscow State Institute of International Relations (1982-1991), an Advanced Diploma in Insurance from the Chartered Insurance Institute (CII), United Kingdom, and the Malaysian Insurance Institute (MII). Since 2008, he is an associate of the CII and the MII. In 2012, he received a Master’s degree in international law (LLM) from the Royal University of Law and Economics and the University of Lyon 2, France, and was awarded a Diploma in the Law of the Sea by the Rhodes Academy of Oceans Law and Policy.

He worked in various diplomatic missions and research institutions as a political and economic analyst. Since 1999, he held various positions at the Ministry of Economy and Finance, such as Research Coordinator of the Economic Advisory Team and First Deputy Director of Budget and Financial Affairs Department. Then he was appointed Deputy Secretary General in charge of Policies, including economic, fiscal and financial policies, ASEAN, financial industry, economic analysis as well as responsible for coordination with the IMF and the World Bank. He held the position of Permanent Secretary of the Ministry of Economy and Finance from 2004 to 2010. He served as member or chair of the Board of a number State-owned companies and research institutes, such as CDRI, the Learning Institute and Youth Star. He represented Cambodia at the ASEAN and ASEAN+3 Finance and Central Bank Deputies Meetings between 2000-2010. He represents Cambodia at the Meetings of G20 Finance Ministers and Central Bank Governors during Cambodian chairmanship of ASEAN in 2012. He also coordinated the policy dialogues between the Cambodian Ministry of Economy and Finance and the Asian Development Bank (ADB), the International Monetary Fund (IMF) and the World Bank. He is author of a number of government policy papers and books on Cambodian economy, public finance and international law. His book, “Series of Lectures in Public International Law”, was recently published by the Sipar Publishing. Since September 2013, he was nominated Minister of Education, Youth and Sport.

Moreover, he was bestowed by the King a full right academician members council and vice–presidents of the Royal Academy of Cambodia (RAC) in July, 2017.
